Lebanon issues first ever offshore E&P licenses

The Lebanese Council of Ministers has approved the awards of petroleum licenses for exploration and production in blocks 4 and 9 in the Mediterranean Sea to a consortium of Total, Eni International, and JSC Novatek.

BEIRUT, Lebanon – The Lebanese Council of Ministers has approved the awards of petroleum licenses for exploration and production in blocks 4 and 9 in the Mediterranean Sea to a consortium of Total, Eni International, and JSC Novatek.

This is the country’s first ever award of an offshore E&P lease.

On Nov. 29, officials led by the Minister of Energy and Water H.E. Cesar Abi Khalil concluded a three-day technical negotiations process with the consortium, following their submissions on Oct. 12, 2017. The negotiations covered clarifications of the work program.

The exploration phase will last up to five years with the possibility for a one-year extension.
